A police constable in Toronto who is facing over 12 criminal charges allegedly took the credit card of a dead person and stole the luxury watch of a missing person.
These are just a few of the shocking details disclosed in police tribunal documents that were recently released in the case of Const. Boris Borrisov.
The Notices of Hearing were released recently after Borrisov made his first appearance at the police tribunal, which investigates allegations of severe breaches of the code of conduct.
He is facing 16 misconduct charges under the Police Services Act. They are different from the charges slammed against him in April and June in connection with stealing the properties of missing people. Those have not reached the court.
According to the documents, Borrisov, who was part of the 53 Division Community Investigative Support Unit, was part of the officers assigned to the case of a missing person identified in documents as “A.K.” on Feb. 17, 2022. The following day, Borrisov went to A.K.’s residence and allegedly stole a Tag Heuer watch.
The corpse of A.K. was found a few days later. Borrisov allegedly did not report that he took the watch.
According to the documents, “between February 18, 2022, and April 11, 2022 (Borrisov) tried to sell A.K.’s watch.”
The constable was nabbed and charged by police for allegedly using a missing person’s debit card belonging for fraudulent purposes later on April 11.
A warrant was issued to search the contents of Borrisov’s phone ten days after he was arrested. Investigators allegedly saw photos of an Ontario driver’s license and the front and back of a BMO Mastercard of a woman with the initials “L.L.”
The pictures were taken on May 26, 2020, the day Borrisov and another officer answered a sudden death call. They got there and discovered that L.L. had been found dead by her sister. Borrisov and the other officer searched the home and took a police report while inside.
The documents revealed that Borrisov allegedly took L.L.’s credit card and driver’s license and he did not make a report regarding his actions.
According to the documents, “the Mastercard was used 16 times following May 26th 2020.”
Also, Borrisov is facing misconduct charges for using the resources of the police for personal reasons.
According to the documents, the constable carried out a query using police software in relation to an individual known as “V.K.” on Feb. 8, 2021, and took a picture of the results.
On Nov. 5, 2021, Borrisov purportedly sent the picture to a member of the public.
The other charges border on him allegedly not performing his duty as a police officer on March 23, 2022.
Borrisov was supposed to work from 11 a.m. to 10 p.m. on that day. According to the documents, he drove a fully marked police vehicle to a residential building and parked the vehicle at the rear at around 1:27 p.m. He went to a third-floor balcony where he allegedly cooked.
Borrisov stayed in the building till 5:16 p.m., when he eventually drove back to the station. Also, he allegedly did not sign on with the dispatcher, did not help with radio calls and did not work on any police reports.
The documents reveal that Borrisov reported off duty at 9 p.m. and claimed that he worked throughout his lunch hour but inputted in the system that he worked his total shift.
The spokesperson of police confirmed that Borrisov is currently on suspension with pay.
