Conservative Party proposes bill to end “catch-and-release” parole system for repeat violent offenders

The Conservative Party of Canada has proposed a new bill targeted at reforming the Canadian Criminal Code and Corrections and Conditional Release Act.

The bill, named C-325, seeks to address concerns over Canada’s current parole system, particularly as it relates to repeat offenders. The party feels that these reforms will create safer streets by changing significantly the justice system.

The bill seeks to reverse some elements of the previously passed Bill C-5, that removed 20 mandatory minimum sentences from the Criminal Code and the Controlled Drugs and Substances Act.

The Conservatives believe that the previously passed bill contributed to the shocking number of convicted violent criminals and sex offenders observing their jail terms at home.

Therefore, C-325 seeks to end this practice by creating a new Criminal Code offence for criminals that violate their imposed parole conditions for certain serious offences.

Conservative Leader Pierre Poilievre talked to reporters in Ottawa recently and stated that the recent increase in violent crime is a direct result of the present government allowing repeat violent offenders onto the streets again.

He said: “Today we propose an end to the catch-and-release parole system. We’re going to bring jail, not bail, for repeat violent offenders.”

The Leader believes it is time to instill some common sense into the justice system, especially in light of the recent violent crimes carried out by repeat offenders out on bail or parole.

Though the Conservatives introduced a motion for bail reform in the House, it was defeated in February. However, the Canadian government has stated that it would be moving forward with a targeted reform of Canada’s bail system, which will tackle challenges posed by repeat violent offenders and offences involving the use of firearms and other weapons.
