The 33-year-old former Super Eagles player became a free agent after he left Turkish club, Trabzonspor, by mutual consent in March after he voiced out his concerns over the Coronavirus pandemic.
Mikel is expected to have his medical soon and sign a one-year contract with the Potters.
While playing for Chelsea, the midfielder made 249 Premier League appearances and won two Premier League titles, three FA Cups, one Champions League trophy and one Europa League trophy.
He moved to Chinese Super League side Tianjin Teda before joining Championship club Middlesbrough on a short contract.
